Globe Telecom ups anti-child pornography campaign, blocks 2,471 sites

DAVAO CITY, Philippines – In a bid to combat child pornography in the country, Globe Telecom blocked 2,471 domains or sites found to have lewd and child pornography-related content.

“As a purpose-led organization, we have a responsibility to ensure that our products and services will not be used for illegal activities. Globe Telecom is strongly committed to help address child pornography in the country,” Yoly Crisanto,senior vice president for ​​corporate​ communications said.

​T​he ​country has its ​Republic Act 9775 or the Anti-Child Pornography Act of 2009 to protect every child from all forms of exploitation and abuse.

Under the law, “child pornography” refers to ​”​any representation, whether visual, audio, or written combination thereof, by electronic, mechanical, digital, optical, magnetic or any other means, of child engaged or involved in real or simulated explicit sexual activities​”​.

Crisanto said the company will “actively look out” for illegal sites containing vulgar content involving children.

According to United Nations Children’s Fund’s (UNICEF) The State of The World’s Children 2017 report entitled “Children in a Digital World,” the online world paves greater opportunity for such ‘common’ forms of crime against children and greater potential for harm that includes ‘made-to order’ child sexual abuse material, self-generated content and the broadcasting of live sex abuse.

The report took note of a 12-year-old girl in the Philippines who was forced to live stream sexual acts from her neighbor’s house for money.

In Davao City, the Department of Social Welfare and Development (DSWD)​ led Inter-Agency Council ​Against Trafficking ​reported in 2017 that sexual exploitation among children has raised a concern to the department, pointing that sexual abuse and exploitation among children has become the “new trend” in this digital age.

“The two-year old child was used by the mother in her show in front of the computer,” Alma D. Acera, ​head of the ​regional secretariat of ​the council.

Responsible internet users Globe Telecom ​said its​ ​mov​e​ was part​​ of its #PlayItRight advocacy to help the entertainment industry curb piracy and protect intellectual property rights​. The #PlayItRight advocacy was launched in 2017.

“Our advocacy #PlayItRight goes beyond anti-piracy, it also aims to protect customers against malware and other cyber security threats that normally accompany illegal content or torrenting sites,” Crisanto said.

The #PlayItRight campaign urged​ the public to consume digital content in a right way.

“Let’s create new habits that would encourage people to create original content more and give them what’s rightfully due them,” Crisanto added.

The Dengvaxia Fiasco: Symptom of a Deeper Malady

The Dengvaxia fiasco is just a symptom of a deeper malady of the US-modeled health care system which is driven by market forces rather than by people’s actual health needs. This illustrates starkly the danger of putting health in the hands of profit makers rather than putting health in the hands of the people. In fact, this is an inevitable consequence of corporate globalization pushed by the US and enthusiastically promoted by government and big business.

Having been hijacked by big business, the prevailing health system relied mainly on the initiatives of transnational drug companies to develop a dengue vaccine, which has been mistakenly perceived by reductionist scientific minds as the best option of controlling a complex infectious disease like dengue. As a consequence, profit became the primary driving factor in addressing a public health problem. It is not surprising, therefore, that Sanofi-Pasteur, the manufacturer of Dengvaxia, seeing multibillon-dollar profits within reach and under pressure by neoliberal business competition, pushed hard for the approval and use of their product despite the obvious lack of scientific and commonsensical justification. In an obvious effort to fast-track Dengvaxia, Sanofi-Pasteur made premature and exaggerated claims of safety and efficacy citing mainly clinical trials in Asia and Latin America which they themselves sponsored and with their scientists directly involved in the studies.1 http://www.sanofipasteur.com/en/articles/sanofi-pasteur-dengue-vaccine-approved-in-the- philippines.aspx 2Coudeville L; Baurin N; L’Azou M; Guy B. This fact alone should have been a red flag for governments to be skeptical about claims of safety and efficacy by the manufacturer, especially with respect to dengue vaccine. The danger of premature approval and use of dengue vaccine for mass inoculation was in fact pointed out earlier by reputable scientists based on various scientific studies which showed serious potential adverse effects, among which are various effects on the immune system, including what has been called “antibody-dependent enhancement,” which may lead to the occurrence of severe dengue disease.9Ubol S and Halstead SB. Several other scientists and concerned medical doctors and professionals have also questioned the efficacy of several vaccines and have warned repeatedly on the significant risks associated with vaccination. It has been demonstrated in laboratory studies, for example, that a vaccine can weaken the immune system and this finding has been corroborated by clinical studies that showed an increase in the incidence of serious illnesses following vaccination of children as compared to the incidence in the absence of vaccination. Many of these illnesses may manifest only much later and by then, the vaccine may not even be suspected as a causative factor.

Dengvaxia, and in fact, all vaccines, contain such hazardous foreign fragments and materials. One particularly hazardous material used in vaccines as adjuvant is aluminum, a known neurotoxic agent. Mercury, another neurotoxicant implicated in neurodevelopmental disorders, is still present in some vaccine preparations, particularly in flu vaccine. In the Dengvaxia vaccine, there is very little information about potentially hazardous foreign materials present in the vaccine. Trometamol, an alkalinizing agent used in various industrial products and cosmetics, is listed by Sanofi-Pasteur as an ingredient but with very little toxicologic information available. Even if a vaccine candidate is deemed essential in addressing the problem of Dengue, a rigorous safety assessment, including adequate, randomized, and placebo-controlled clinical trials must be undertaken and an honest-to-goodness risk-benefit assessment must be performed before any mass vaccination can be done. Adherence to the precautionary principle is a must, especially if lots of people are expected to be exposed to the invasive vaccination procedure. It is evident that in the Dengvaxia case, such precautionary assessment was not done properly. Even the fundamental ethical principle “First do no harm” was clearly not in the minds of those who pushed for the Dengvaxia vaccine.

Fundamental questions, however, need to be asked in relation to this Dengvaxia fiasco.

What about the other vaccines already being administered in the expanded immunization program of government? Are they really safe and effective? Have they undergone rigorous scientific assessment as normally required? Are the results credible given the fact that regulatory agencies rely on vaccine industry submitted data for registration and approval? Is vaccination the best approach in addressing the targetted infectious diseases? Have plausible alternatives been adequately explored and tested?

The issue of vaccination is quite complicated and controversial in many respects and most doctors actually were not well educated about it. Doctors just accepted what limited information was taught to them in medical school and went along with the dogma that vaccines are necessary, safe and effective, without really thinking much about it. Most health professionals accepted the assertion that vaccines saved the lives of millions of people from dying of infectious diseases such as smallpox, polio, pertussis, etc. without examining the scientific evidence behind the assertion. However, on closer scrutiny, one would find that the deaths from common infectious diseases in developed countries declined quite remarkably since the 1900s until the 1950s and 1960s even before vaccines were introduced to combat these diseases. Significant improvements in socio-economic development, nutrition, public sanitation and other social determinants of health were shown convincingly to be mainly responsible for the decline in mortality.39Bystrianyk R. We are often told that vaccines have been adequately tested for safety before approval, that the adverse effects from vaccines are minor and that serious adverse effects are extremely rare. However, looking at some other official reports and available medical literature, another picture emerges. For example, according to the US Health and Human Services, 3,887 compensation awards have been paid since the first claims for vaccine injury were filed in 1989.47Sharockman. The vaccine compensation program requires evidence of cause and effect relationship between vaccine and the claimed injury, requiring hearings that usually take several years. The rulings, however, are decided in a court of law and no definitive conclusion of cause and effect relationship is established. It is also very hard for the claimants to prove cause and effect and as a consequence, majority of the claims (9,860 cases) were dismissed. It must also be pointed out that only between 1 and 10 percent of serious health problems that occur after use of prescription drugs or vaccines in the U.S. are ever reported.

Contrary to constantly repeated claims by the government, the medical establishment and the pharmaceutical industry, vaccines have never been proven to be safe by the gold standard of medical research: A double-blind, randomised placebo controlled investigation. On the other hand, there are thousands of scientific reports and case studies that do claim adverse effects due to various types of vaccines. In the 2012 report of the US Institute of Medicine (IOM),48Institute of Medicine. 2012. Adverse Effects of Vaccines: Evidence and Causality. Washington, DC: The National Academies Press. https://doi.org/10.17226/13164. 12,000 peer-reviewed studies on vaccine adverse effects were reviewed using very strict criteria not only in selecting published studies but also in the determination of causality. While seemingly adhering to scientific rigor and objectivity, symptoms of systemic bias are readily apparent upon closer scrutiny of the report. For example, in the introduction, the committee stated, “The overwhelming safety and effectiveness of vaccines in current use in preventing serious disease has allowed them to gain their preeminent role in the routine protection of health. Before an immunization is introduced for population-wide use, it is tested for efficacy and safety.” This statement immediately reflects a tendency to prefer or predict a result based on a previous perception of truth. A more obvious bias appears in their selection of studies deemed to be qualified according to their criteria. An illustrative example is their selection of studies looking into the association of MMR vaccine and autism. Among several studies available in the scientific literature relevant to the issue of MMR vaccine and autism, the committee reviewed only 22 studies to evaluate the risk of autism after the administration of MMR vaccine. Of the 22, only five were deemed qualified to contribute to the weight of evidence assessment and in all of these five “qualified” studies, the conclusion was that there was no evidence to show that MMR vaccine was associated with autism. The committee then concluded that “The evidence favors rejection of a causal relationship between MMR vaccine and autism.” A closer scrutiny of the five “qualified” studies, however, reveals that all studies are stacked with authors with serious conflicts of interest and some are of questionable integrity. One senior author, who was an overseer of US Center for Disease Control-funded studies showing no evidence of MMR vaccine and autism connection, was accused of fraud and data manipulation and was criminally indicted in the US.

Nevertheless, in their review of all the reported adverse events, the IOM committee concluded that the evidence “convincingly supports” 14 and “favors acceptance” of four vaccine–adverse event relationships. The adverse events identified include anaphylaxis, encephalitis, meningitis, disseminated viral infection, pneumonia, hepatitis, febrile seizures, deltoid bursitis, arthralgia, syncope and oculorespiratory syndrome. However, for the majority (140) of vaccine-related adverse events reviewed, including immune system disorders and neurodevelopmental disorders (other than autism), the committee ruled that there was inadequate evidence to conclude whether or not vaccines caused the adverse events. The committee then noted that the report was not intended to answer the question “Are vaccines safe?” and that where the committee has found evidence of a causal relationship, it does not make conclusions about the rate or incidence of these adverse effects. Interestingly, a related Institute of Medicine report in 2013 on “Childhood Immunization Schedule and Safety”49Institute of Medicine. 2013. The childhood immunization schedule and safety: Stakeholder concerns, scientific evidence, and future studies.Washington, DC: The National Academies Press. stated that, “No studies have compared the differences in health outcomes that some stakeholders questioned between entirely unimmunized populations of children and fully immunized children. Experts who addressed the committee pointed not to a body of evidence that had been overlooked but rather to the fact that existing research has not been designed to test the entire immunization schedule.” Yet, at the same time, this IOM report recommended that “The Department of Health and Human Services should refrain from initiating randomized controlled trials of the childhood immunization schedule that compare safety outcomes in fully vaccinated children with those in unvaccinated children or those vaccinated by use of an alternative schedule.” This seems to validate the oft-repeated criticism that the industry dominated research agenda deliberately avoids looking at the true picture of vaccine efficacy and safety by avoiding studies of such nature that would really test the safety and efficacy of the entire immunization schedule. This glaring gap in the body of scientific research on vaccines also underscores the importance of truly independent research which has long been neglected by governments and international bodies such as the World Health Organization (WHO).

The question of safety, however, should be foremost in the minds of program implementors, policy makers and those who influence them, including international organizations. It is unacceptable on both ethical and scientific grounds to rush a potentially dangerous invasive intervention on the population no matter how good the intentions are. Naive and neoliberalism adherent governments, particularly the Philippine government, easily succumbed to the lobbying efforts of Big Pharma to fast-track the approval of Dengvaxia. As a result, about 830,000 Filipino children were injected with Dengvaxia vaccine with a false promise of protection and safety but instead are now more at risk of developing severe adverse effects (including hemorrhage and death) compared to not being injected at all. Sanofi-Pasteur and government officials involved in the hasty mass injection of a dangerous vaccine are now desperately trying to extricate themselves from potential criminal liability. At the very least, those responsible should be charged, particularly Sanofi-Pasteur, with unethical human experimentation and violation of human rights as provided for by various international human rights instruments. The WHO can be considered as accessory to this crime because it basically recommended the use of Dengvaxia for mass vaccination despite obvious warnings of serious risks especially under conditions of use in developing countries. For medical and health professionals, it is time to rethink the reductionist, corporate driven vaccination dogma.

Davao City council approves ‘half-rice’ ordinance

DAVAO CITY, Philippines — Food establishments here in the city will soon be required to include one-half cup of cooked rice in their menu as councilors voted with finality the “Davao Rice Conservation Ordinance.”

The ordinance authored by Councilor Marissa P. Salvador-Abella was approved on Tuesday, January 8, during the City Council’s regular session.

This aims to make one-half cup of rice serving as an option that would help minimize wastage of rice in the city.

The measure covers all businesses, institutions and companies responsible for any sale of meals such as restaurants, schools, offices, hospitals, cafeterias, catering operations, fast food chains and other food related services operating within Davao City.

Eat-all-you-can business establishments are exempted from the ordinance unless they are serving “plate-in or ala carte meals.”

“As a form of public information and awareness, such information shall be mandatorily contained in the menu and be made known by the attending service crew, waiter, waitress or cashier to the consumer before the latter shall commence ordering,” Section 4 of the ordinance read.

The City Health Office and the City Agriculturist Office will serve as the leading agencies tasked to monitor and conduct inspections on food establishments.

Based on a research conducted by the International Rice Research Institute (IRRI) in 2012, the Philippines wastes more than 300,000 tons of rice annually amounting to P23 million every day or about P8.4 billion a year.

To date, Davao City will add up to the list of cities with “half-cup of rice ordinance” such as Quezon City, Manila, Cebu City and Iloilo City. (davaotoday.com)

Petroleum excise taxes proven to be very inflationary in the past

The administration persistently downplays certain increases in the prices of goods and services, research group IBON’s Executive Director Sonny Africa said. This is dishonest and insensitive to the burden that the Tax Reform for Acceleration and Inclusion (TRAIN) imposes on the poor to avoid higher taxes on the rich, said Africa. He maintained that the Duterte administration’s TRAIN law which took effect at the start of the year will increase prices, and possibly even dampen economic growth.

The Department of Trade and Industry (DTI), Department of Finance (DOF), Bangko Sentral ng Pilipinas (BSP), and National Economic and Development Authority (NEDA) have all understated the impact of TRAIN on the prices of goods and services, noted IBON. The DTI said that the effect on prices of prime commodities would be very small or minimal. The DOF insists that inflation will remain manageable in 2018. For the same period the BSP forecasts that inflation will just be at 3.4 percent. NEDA meanwhile has declared that inflation will be stable despite TRAIN.

The orchestrated statements are meant to diffuse justified criticism of the anti-poor and pro-rich tax reform, Africa said. “The additional petroleum product excise taxes for instance cannot but have a domino effect on the prices of basic commodities and other goods and services”, he said. He added that TRAIN proponents correctly point out how petroleum excise taxes were last raised over two decades ago. “They should also highlight how this was very inflationary,” said Africa.

The Republic Act (RA) 8184 of 1996 increased taxes on gasoline by Php1.83-2.83 per liter, diesel by Php1.18, and kerosene by Php0.10, among other oil products. “This was certainly a factor in driving inflation up from 8.0% in 1995 to 9.1% in 1996.”, said Africa. Similarly, RA 9337 of 2005 expanded the coverage of the value-added tax (VAT) to include petroleum products. Despite excise taxes on diesel and kerosene being taken away, inflation rose from 6.0% in 2004 to 7.6% in 2005.

The higher oil taxes also likely contributed to dampening economic growth as one major factor among many factors underlying economic growth rates, according to Africa. Growth in gross domestic product (GDP) slowed from 5.8% in 1996 to 5.2% in 1997, combining with the Asian financial crisis in the latter part of the year. Growth also moderated from 6.7% in 2004 to 4.8% in 2005 and 5.2% in 2006.

Africa pointed out that oil excise tax increases under TRAIN are however much higher than before. From current levels, the tax on gasoline will increase by Php2.65 per liter in 2018, Php4.65 in 2019, and Php5.65 in 2020; the tax on diesel by Php2.50, Php4.50, and Php6; and on kerosene by Php3, Php4, and Php5. “There is even a new tax on LPG of Php1 per kilogram in 2018, Php2 in 2019, and Php3 in 2020. Administration economic managers are then being dishonest in being dismissive about the inflationary impact of TRAIN,” he said.

“They are also being insensitive,” said Africa. “The administration’s economic managers and other TRAIN proponents should stop harping on the windfall from personal income tax cuts of, at most, six to seven million taxpayers. It’s about time for them to become more transparent and upfront about the negative impact of TRAIN on the poorest 15 million Filipino families. These are tens of millions of Filipinos who do not get any personal income tax cuts but will pay higher prices for the goods and services they consume from already very low incomes,” he stressed.

Africa also said that government’s harping on the cash transfers for the country’s poorest families is an indirect admission that the TRAIN’s taxes do put an additional burden on them. “But these transfers are only temporary for the first three years while even higher taxes are imposed.” According to Africa, the relief ends after the third year but the greater TRAIN tax burdens are permanent. ###

Davao port collection gains P2.8-B surplus

DAVAO CITY, Philippines — The Collection District XII (CD XII) has recorded the highest annual collection in 2017 with P2.8 billion exceeding its target.

In a statement, the Bureau of Customs said CD XII, which includes the Port of Davao and the Sub-Ports of Dadiangas, Parang and Mati, collected a total of P2,833,360,494 surplus or 20.84 percent of its target collection of P13.5 billion.

District Collector Erastus Austria said the Port of Davao has met and exceeded its target collection previously, but last year’s surplus collection was the highest in 90 years.

“CD XII doubled its previous, highest surplus in the past five years which was in 2014 at P1,238,710,000. And compared to its collection in 2016, CD XII increased its surplus by fivefold. Its 2016’s annual surplus was 511,863,613.07 or 4.50 percent of its P11,374,671,017 target,” Austria said in a statement.

He said the performance was the result of the extensive trainings and seminars that boosted the port personnel’s development.

He recognized the cooperation of the Port’s importers and exporters and vowed to continue its “level of excellence” in this year’s collection.(davaotoday.com)

Task force nears completion of probe on NCCC Mall fire

DAVAO CITY, Philippines – The anti-arson task force is nearing the completion of the probe over the tragic fire at a local shopping center here last month.

Fire Senior Superintendent Jerry Candido, spokesperson of the Interagency Anti-Arson Task Force, said Saturday, January 6 they are targeting to finish the investigation in “one to two weeks” time.

Candido said once all the documents are complete, they can ascertain who are responsible and the extent of their accountabilities necessary in filing charges.

​B​y Monday, January 8, they will receive the findings of the City Engineers Office (CEO) responsible for the building structure.

The task force, he said, is still discussing whether to turn over the building to the mall owners. After the CEO has provided them the findings, they will decide whether to turn over the responsibility over the building to mall owners or not.

“If we turn it over to them, they could enter the premises and if the building collapses then the blame might return to us,” he told Davao Today.

The task force is expected to come up with recommendation, even amendment to the fire code after the probe is completed.

Candido stressed that the fire code’s building inspection during construction period should be strictly observed.

“That is the only way to ensure that specifications stated in the code is followed by the building contractor,” he added.

Meanwhile, some of the tenants at the ground level of the mall are being allowed to enter the promises to retrieve their cash earnings left when the fire hit the mall on December 23.

Candido did not give specific numbers of the tenants who requested for clearance, but he said there were many.

Tenants, he said, are only allowed to take the cash and spoiling food stocks for owners of restaurants and food carts. Candido said spoiled foods cause health hazards.(davaotoday.com)

President Duterte accepts Pulong’s resignation

DAVAO CITY, Philippines — Malacañang on Friday, January 5 accepted the resignation of Presidential son and city vice mayor, Paolo Duterte.

The Palace informed Vice Mayor Duterte of President Rodrigo Duterte’s acceptance of his resignation in a letter signed by Executive Secretary Salvador Medialdea.

The city government meanwhile has not yet made an official statement on who will take the vacant post.

Vice Mayor Duterte announced his resignation on December 25 last year following a “very public squabble” with his daughter Isabelle Duterte.
Speaking to councilors during the special session, Duterte said he is “taking responsibility for all that has happened.”

He was referring to the smuggling allegations at the Bureau of Customs to which he was implicated.

In a Senate investigation in September last year, Vice Mayor Duterte and brother-in-law lawyer Manases Carpio denied claims that they are involved in a multi-billion illegal drug trade deal.

Both Duterte and Carpio, said they do not have knowledge on the alleged “Davao group” that allegedly facilitated the shipment of illegal drugs from China.

The resignation came as a shock to city councilors but not to City Mayor Sara Duterte-Carpio who admitted she knew of her brother’s plan. (davaotoday.com)
