On Women’s Day, Filipinos decry hunger, violence

MANILA — Filipino activists gathered today, International Women’s Day, to protest hunger and violence that the people are enduring under President Rodrigo Duterte.

“Bebenggahin na ng mga kababaihan si Duterte dahil sa mga pinaggagagawa niya,” quipped Joms Salvador, secretary general of women’s group Gabriela.

“Bengga” is a Filipino slang term that means “to shame” or “revenge.”

Filipino activists braved the scorching heat of the sun as they highlighted issues affecting the people.

During the protest action in Mendiola, Filipino activists toppled Duterte in their “Du30 Bengga Blocks” effigy to assail government policies such as its tax reform program and lifting of rice tariffs that “further bring misery to the lives of Filipino women.”

Economic opportunities remain dire for millions of Filipino women.

Center for Women’s Resources said on this year’s Ulat Lila that women workers’ participation has been on a constant decline since 2014. Women, too, are increasingly being employed in the services sector.

Government data also showed that 2.58 million women are employed through so-called short-term or seasonal jobs.

Still, CWR said that paid housework is the main available job for young women aged 15 to 24 who belong to low-income families.

As a result, it is not surprising that women make up 60 percent of Filipinos working overseas.

Quality of living

Due to Duterte’s tax reform, women endure harsher living conditions with the increasing prices of basic commodities and services while their income remain low.

“Rice is too expensive. Instead of having chicken, we would resort to Lucky Me,” a Filipino mother was quoted as saying in the Ulat Lila’s report.

Even women farmers are enduring the impacts of Duterte’s tax reform that resulted to their increased cost of production on one hand, and the lifting of rice tariff on the other.

Victories

Gabriela Women’s Party Rep. Arlene Brosas said during the protest that women have gained significant victories as a result of their arduous struggle.

The extended maternity leave, for one, was not handed freely but fought for.

Salvador said, “women are coming together to find their voices and shout as one. We will not allow our families to go hungry, jobless and homeless.”

She added, “we cannot allow politicians to get richer and even top Forbes’ list of billionaires at the expense of our people. Women will fight back and we can succeed if we do it together.” (bulatlat.com)

Employment falling under Duterte administration, jobs crisis worsens

Research group IBON said that the latest January 2019 labor force survey data showing employment falling confirms that the jobs crisis continues to worsen. The group stressed that the worst job creation today among all the post-Marcos administrations is a better indicator of the economy’s health than the abstract growth figures the Duterte administration always insists on highlighting. The agricultural sector in particular is collapsing which will worsen already wide rural poverty.

The Philippine Statistics Authority (PSA) recently reported that the number of employed Filipinos actually fell by 387,000 to 41.4 million in January 2019 from 41.8 million in the same period last year. The contraction in employment comes after the economic team hailed the Philippines as “one of the fastest-growing economies in Asia” and “in a higher growth trajectory” upon announcing 2018 full-year growth of 6.2 percent.

IBON pointed out that jobless economic growth has clearly worsened under the Duterte administration. Employment has contracted in the January labor force survey (LFS) only five times in the 33 years of the post-Marcos era – by 529,000 in 1997, by 270,000 in 2005, by 1.5 million in 2014, by 1.3 million in 2017 and by 387,000 in 2019. Two of these are under the Duterte watch, IBON stressed.

The PSA also reported that the unemployment rate and number of unemployed fell in January, to 5.2% and 2.2 million respectively. IBON however stressed that the contraction in employment is the real indicator of the employment situation. The group also explained that the seemingly improved unemployment figures are a statistical illusion and only because millions of jobless Filipinos are not being counted as unemployed. They have become discouraged by the weak jobs market and have stopped looking for work.

IBON pointed out that this statistical illusion also explains why the labor force is decreasing despite the growing population. The number of Filipinos in the labor force has decreased by 505,000 to 43.6 million from 44.1 million because discouraged job-seekers are not counted as unemployed but rather as ‘not in the labor force’. The labor force participation rate (LFPR) has correspondingly fallen to 60.2% which is the lowest of all January rounds of all post-Marcos administrations, which further affirms the worst jobs crisis since 1986.

IBON’s initial estimate of unemployment including discouraged workers has the real number of jobless Filipinos at 4.5 million, or 2.3 million more than official but underestimated figures. The real unemployment rate is also closer to 9.8% rather than just 5.2% as officially reported.

The group also drew attention to the worsening agricultural crisis. The agriculture sector lost a huge 1.7 million jobs with the number of employed here falling from 10.9 million in January 2018 to just 9.2 million in January of this year. This is the worst loss in agriculture jobs across all January rounds among post-Marcos administrations, said the group.

Agriculture is hemorrhaging, said IBON, from chronically weak government support and continued liberalization. This will only worsen as the full impact of rice sector liberalization under the Rice Tariffication Law begins to be felt and as hundreds of thousands of rice farmers are pushed into bankruptcy.

The group also noted how job creation in other sectors is not enough to offset agriculture job losses. The most new jobs were in construction but, despite the hyped Build, Build, Build infrastructure offensive, only 490,000 additional construction jobs were created. This was followed by 244,000 additional jobs in public administration and defense and compulsory social security.

IBON however raised concern that most of these are likely just momentary jobs. The construction sector is notorious for just providing short-term contracts while the boost in public administration jobs may just be related to the upcoming elections. Public administration also spiked by 328,000 jobs in January 2016 prior to the last presidential elections.

IBON stressed that the continuing and worsening economic crisis should be the most important issue in the upcoming elections. The group said that all the candidates should be grilled on whether or not they understand the gravity of the country’s economic problems and on what steps they will take to address the jobs and agriculture crisis. ###

Ang kuwentong buhay tungo sa pagsasakasaysayan

Pangunahing ginugunita sa buwan ng Marso ang Pandaigdigang Buwan ng mga Kababaihan, tila isang selebrasyon ng tagumpay at kasaganahan sa hanay ng mga babae.

Sa muling pagbabalik sa danas ng mga kababaihan mahalagang balikan ang kuwento sa loob ng mga kuwento, pakinggan ang mga naratibo, ikuwento ang mga kuwento upang magkaroon ng kuwenta ang nakaraan at hindi na lamang kuwentahin ang kanilang ambag ayon sa taya ng mga may kapangyarihan.

Isa sa dapat balikan ang danas ni Maria Rosa Luna Henson o Nana Rosa na isa sa mga comfort women noong panahon ng Hapon. Natatangi ang naging pagtatanghal ng Dulaang Unibersidad ng Pilipinas sa kanyang buhay. Walang takot niyang inilahad sa publiko noong 1992 ang kanyang kuwento bilang military sex slave ng mga sundalong Hapon noong World War II.

Sa muli niyang pagkukuwento, nabuksan ang yugto ng kasaysayang hindi madalas na napag-uusapan, paksang para sa iba’y maselan, usaping ayaw na muling balikan dahil sa pangangalaga ng imahe at relasyong nabuo sa pagitan ng bansang Pilipinas at Hapon. May malalim na sugat hindi lamang sa pisikal lalo’t higit sa dignidad ng kababaihan ang naging pagsasamantala ng mga sundalong Hapon.

Sa kabila ng danas ng mga comfort women ng bansa, noong Abril 2018 sa kahabaan ng Roxas Boulevard, tuluyang giniba ang isang monumentong magsisilbing simbolikong pagkilala at paggunita sa kanila. Isang buwan bago ito, pumirma ng loan agreement ang ating gobyerno at ang Japan International Cooperation Agency para sa Manila Subway Project. 

Ang kuwento ni Nana Rosa ay patuloy na maririnig at mababasa sa kasalukuyang panahon. Hindi pa rin natatapos ang aktibong pakikisangkot ng mga kababaihan sa iba’t ibang protesta laban sa malawakang anyo ng karahasan.

Walang pinipiling pananamantala at laban ang babae, iba-iba man ang antas ng pamumuhay, uri ng trabaho, lugar na pinagmulan, kakayahan at maging nakamit na edukasyon ng kababaihan. Patuloy ang naratibo ng mga babaeng pesanteng may pang-aabuso sa kanya bilang magsasaka at bilang babae. Patuloy na maririnig ang mga danas ng kababaihang napipipi ang boses dahil kailangan niyang tuparin ang pamantayan ng lipunan bilang komoditi. Patuloy na mababasa ang kuwento ng pagiging bagong bayani ng mga babaeng OFW na tumatanggap ng maliit na kita habang malayo sa kanilang pamilya. Patuloy na lalaban ang kababaihan at bubusalan ang mga biro at banta ng Pangulo na dumudurog sa pagkatao ng isang babae.

Hindi nag-iisa ang kababaihan sa laban na ito.

Sa patuloy nating pakikisama sa pakikibaka ng mga kababaihan, dahan-dahang mawawala ang multo ng nakaraan, hanggang sa ang mga multo ay nagiging alaala na lamang.  Hangga’t walang rekognisyon sa pananamantala o pang-aabuso, walang kabuuang kabayarang magaganap sa lahat ng danyos. Sa kabuuan, hindi tayo maghihilom bilang isang bayang dumanas ng kalupitan at pang-aabuso kung tayo mismo ay tuluyang nakalilimot sa mga sugat ng ating nakaraan.

Media outfits urged against publishing Duterte’s narco list’

MANILA — Several organizations have called on media outfits not to publish President Rodrigo Duterte’s list of public officials allegedly involved in the illegal-drugs trade.

Duterte and Presidential Spokesperson Salvador Panelo have announced plans of releasing the so-called narco-list next week. The list reportedly includes 82 candidates in the May 2019 elections.

In a joint statement, the National Union of Journalists of the Philippines (NUJP), Philippine Center for Investigative Journalism (PCIJ), Philippine Press Institute (PPI), Center for Media Freedom and Responsibility (CMFR), Mindanews, Center for Community Journalism and Development (CCJD) and Freedom for Media, Freedom for All Network expressed grave concern about the likely breach professional ethics and adverse legal implications of the publication and broadcast of the said list.

“This matter is more than just about a list, and its disclosure, more than just a story that the Duterte Administration seems to want the news media to publish and broadcast with no thought to the journalistic values of fairness, accuracy, and independence,” they said.

The groups urged media outfits to exercise utter prudence and fastidious judgment in evaluating the ‘story.’

They pointed out that the chief of the Philippine Drug Enforcement Agency himself opposes the release of the list, admitting that his agency has yet to re-validate it.

“Once published or broadcast, the travesty will be magnified as a collective disregard for the rule of law, and a clear breach of the time-honored traditions of fair, accurate, and independent journalism, by the news media,” they said.

The groups added that Duterte’s naming and shaming redounds to mere trial by publicity of political rivals, and a publicity stunt for the public and the news media’s transient amusement.

They also reminded Panelo that there are no exemptions to the principle of presumption of innocence.

“Such naming and shaming calls attention to the possible invasion of privacy, as well as denial of due process and presumption of innocence, for those on the list,” they said.

The groups challenged the Duterte administration to build cases, file charges, prosecute, and send to jail the guilty, if indeed it had proof and evidence on hand. (http://bulatlat.com)
