Kin and supporters want Ferdinand Castillo free

Free Ferdinand Castillo Movement, Karapatan – Metro Manila, and Bagong Alyansang Makabayan – Metro Manila held a candle-lighting activity calling for the release of political prisoner Ferdinand Castillo on Thursday, May 24.

The groups are optimistic that the stalled talks between the Government of the Republic of the Philippines (GRP) and the National Democratic Front (NDF), scheduled to continue in June this year, will start with the release of more than 500 political prisoners through a general amnesty.

The group also push for an enabling climate for the resumption of the peace talks which was unilaterally terminated by President Duterte on November 2017 with Proclamation 360. A month after, President Duterte signed Proclamation 374 declaring the New People’s Army (NPA) and the Communist Party of the Philippines (CPP) as terrorist groups.

On February this year, the Department of Justice filed before the Manila Regional Trial Court a petition proscription to cite CPP and NPA as terrorists and listed more than 600 names tagged as members.

“The termination of the peace talks resulted to the prolonged agony of political prisoners, who in the first place, shouldn’t be arrested. More were detained under Duterte which contradicted his campaign promise to release them,” said Nona Andaya-Castillo, wife of detained Ferdinand Castilo.

Castillo was arrested on February 12, 2017 following one of President Duterte’s decision to cancel the peace talks. He was charged with criminal cases such as murder and illegal possession of firearms which his human rights groups claimed as “trumped-up” and “maliciously fabricated”.

At the time of his arrest, Castillo was serving as the campaign officer of the Bagong Alyansang Makabayan – National Capital Region. He was also a consultant of the NDFP in the peace negotiations with the government.

Reports of human rights organization Karapatan shows that out of almost 500 political prisoners, more than 200 were arrested under Duterte’s regime. Not to mention those who were detained when Martial Law was declared in Mindanao.

“It is very alarming that even the six consultants who were supposedly guaranteed immunity thru Joint Agreement on Security and Immunity Guarantees (JASIG) were arrested and charged with fabricated cases, a decades-old style of the government to silence dissent,” Andaya-Castillo said.”

The government should uphold and create an enabling atmosphere for the Peace Talks. An initial step for this is to release all political prisoners, especially consultants like Raffy Baylosis and my husband,” she said.

The groups also urged Duterte to fulfill its commitment and do its part in the scheduled talks such as pushing forward the signing of the Comprehensive Agreement on Socio-Economic Reforms (CASER) as the most urgent measure to resolve the rootcauses of the conflict and aspirations for a just and lasting peace.

One-fourth of increase: TRAIN aggravates oil price hikes–IBON

Government is wrong in downplaying the contribution of the Tax Reform for Acceleration and Inclusion (TRAIN) law on recent big-time oil price hikes, research group IBON said.

The price of fuel products combined with the TRAIN increased since year-end 2017 to Php10.20 per liter for diesel, Php11.41 for kerosene, and Php15.14 for gasoline this week. These prices now include excise taxes and value-added tax (VAT), respectively, said IBON.

The price of diesel has increased to Php41.70/liter from Php31.50 at the start of the year, for instance, while the price of kerosene has increased to Php50.40/liter from Php38.99/liter as of year-end 2017. The price of gasoline is now Php56.47/liter from Php41.33 as of year-end 2017.

The adjustment in the price of oil products has been attributed to the increase in the Mean of Platts Singapore (MOPS) prices and changes in the PH Peso–US Dollar exchange rate. MOPS for gasoline prices has had a net increase of US$7.91/barrel and a net increase of US$5.92/barrel for diesel during the same period. The exchange rate of the Philippine Peso to US Dollar did not help lessen oil prices as the peso depreciated against the US dollar by Php2.42 also in the same period.

One of the formulas by the Department of Energy (DOE) assumes a Php1.00/liter change in domestic oil price for every US$3.00/barrel change in MOPS. IBON however observed that applying this formula does not reflect the steep hike in oil prices.

Moreover, according to IBON’s executive director Sonny Africa, TRAIN’s new and higher taxes aggravate and intensify the impact of these oil price hikes. The TRAIN law adds new excise taxes on diesel and kerosene and raises excise taxes on gasoline. TRAIN imposes a new Php2.50 liter excise tax on diesel and Php3.00 per liter on kerosene, while increasing that on gasoline by Php1.65-2.65 to Php7.00.

The final taxes imposed are even higher because the 12% VAT is also applied to them. Thus, of the net increase in the prices of diesel, kerosene, and gasoline, TRAIN has added Php2.80, Php3.36, and Php1.85/2.97 to the price of every liter, respectively. This means that TRAIN’s taxes accounted for one-fourth of the increase in the prices of diesel and gasoline.

TRAIN keeps increasing the excise tax on oil products and by 2020 they will have permanently added Php6.72/liter to the price of diesel, Php5.60/liter to the price of kerosene, and as much as Php6.33/liter to the price of gasoline.

“Real wages are stagnant at very low levels and TRAIN’s new taxes and inflationary impact are an unnecessary additional burden on the majority of Filipinos who are low-income earners,” said Africa .

The 70th anniversary of the Nakba was marked with a massacre in Gaza on Monday, May 14, 2018, with the biggest one-day toll of Palestinians killed since the 2014 Israeli invasion of Gaza. Israeli forces opened fire on demonstrators in Gaza, killing at least 60 people and injuring thousands of Palestinians protesting the Monday opening of the US embassy in Jerusalem. We condemn the gruesome use of lethal force against the Palestinian protesters that reflected both the continuing Nakba and the violence of the 11-year siege on Gaza; the Israeli military attacks on the popular Great Marches of Return since March 30 have taken over 110 lives.  

On the very hour of the opening by the United States government of its embassy in Jerusalem, thousands of Palestinian civilians, including children, women and persons with disabilities, were massacred by Israeli snipers, baptizing the US embassy with bloodshed.

We are witnessing the use of unabated brutality and force against civilians to stifle popular protest – an abhorrent violation of human and people’s rights and international humanitarian law. The killing of Palestinian demonstrators is a clear violation of international human rights law, committing what appear to be willful killings constituting war crimes.
Meanwhile, the US blocked the United Nations Security Council’s call for investigation of the deaths in Gaza caused by the Israeli military attack. Washington rushed to justify Israel’s response, accusing the Palestinian movement Hamas of fueling the protests and justifying Israeli brutality, which is funded and supported by billions of dollars in US military aid annually. The US has a long record of using its veto power in the UN Security Council to protect Israel from international scrutiny.
