Protest marks Duterte’s scheduled signing of EO on contractualization

Labor alliances, Manila Workers Unity (MAWU) and Alyansa ng mga Manggagawa laban sa Kontraktwalisasyon (ALMA Kontraktwal) lead workers of Manila Harbour Centre and Philippine Matches Corporation in a protest rally today at the Department of Labor and Employment (DOLE) office in Manila to mark the scheduled signing of President Rodrigo Duterte’s Executive Order (EO) on contractualization.

The groups said that they remain hopeful that Duterte will no longer postpone the signing of his EO and reiterated their demand for him to sign a “pro-workers and no compromise EO against contractualization.” MAWU and ALMA Kontraktwal insisted that they could no longer accept another delay in their much-awaited signing of the said EO.

Protesters also urged Duterte not to dare sign the EO lobbied by capitalists and big businesses nor water-down the EO version submitted by various labor groups. They stressed out that “only an EO that will totally prohibit and criminalize all forms of contractualization, end of contract agreement and labor-only-contracting policies” would be the only acceptable version for them.

“We have waited so long enough for President Duterte to decide on the issue of contractualization. We have long been hoping for him to fulfill his campaign promise to totally ban contractualization and take the side of the millions of Filipino workers across the country,” said Eldefonso Bello, spokesperson of MAWU and president of Samahan ng mga Manggagawa sa Harbor Centre.

Meanwhile, Maristel Garcia, ALMA Kontraktwal spokesperson added, “Despite the long overdue and series of postponements, we remain hopeful that he will not disappoint us. We hope that President Duterte will not give in to the pressure of local and foreign businesses’ interests and will start listening to the clamor of the Filipino workers for the prohibition and not just mere regulation of contractualization.”

“Ending and penalizing contractualization would be the best gift of Duterte to all Filipino contractual workers for the upcoming International Labor Day on May 1,” said Bello.

MAWU and ALMA Kontraktwal said that the Duterte government must have a change of heart and mind on its earlier pronouncement that it can’t do nothing to totally end contractualization in the country and a ‘compromise’ must be made in order for the workers and capitalists’ interests meet.

“A compromised EO will not benefit the Filipino workers. A compromised EO will mean nothing but an escape for capitalists to justify and prolong its long-drawn contractual practices,” said Garcia.

In line with the internationally-coordinated #GlobalScienceMarch actions, scientists, environmentalists, and advocates marched for greater support for local science and in defense of national patrimony at an outdoor event today at the University of the Philippines Diliman.

Led by Agham Advocates of Science and Technology for the People and March for Science Alliance Philippines kicked off the month-long celebration with the “Bike, Jog, and March for Science”. The event carried the theme “Support Local Science and Technology, Defend National Patrimony and Sovereignty”. The activity is in recognition of the continued lack of resource allocation for scientific research and development amid the government’s own questions in the capability of local scientists to conduct meaningful endeavors.

“We continue our call for greater government support and funding for Philippine science and technology development,” said Cleng Julve, coordinator of March for Science Alliance.

At the global front, the March for Science Alliance denounce continued efforts to undermine science and research that underscore the urgent need to revamp dominant systems of production and consumption that destroy fragile ecosystems, affect human health and livelihood, and pollute the planet.

Julve added that in the Philippine scale, they are collectively denounce recent denounce recent pronouncements that belie the government’s preference and reliance on foreign over local scientists. They also slam the moves that allow foreign researchers, governments, and business to lay claim over and control the national resources, patrimony and sovereignty.

“We called our fellow scientists, engineers, technicians to stand together and march onward for the genuine development of Filipino Science and Technology that is responsive to the needs of the Filipino people, and in defense of our national patrimony and sovereignty against foreign incursions and aggression,” Julve disclosed.

The March for Science Alliance was born out of the events’ success, proving how diverse sectors from scientists, ICT professionals, academe, environmentalists, and food security advocates can bond for a common goal in advancing science and technology for the benefit of the majority.
