Alternatibo sa jeepney phaseout, inihapag

Dinaluhan ng iba’t-ibang grupo at samahan, partikular ng mga jeepney drivers at operators ang pagpupulong na ginanap sa Sta. Cruz Church sa Maynila noong Abril 24.

Pinangunahan ng Alsa Jeep Metro Manila ang naganap na pagpupulong para talakayin kung bakit dapat tutulan ang jeepney phaseout kaakibat ng PUV Modernization Program ng pamahalaan. Ayon sa tagapagsalita ng Alsa Jeep Metro Manila na si Jake Marasigan, sinikap nila na hindi lamang mga driver at operator ang makakadalo sa pagpupulong kung hindi pati na rin ang iba’t-ibang mga sektor papunta sa kanilang laban kontra jeepney phase-out.

Inihayag ni Ibon Foundation research assistant na si Casey Salamanca ang mabuti at hindi magandang epekto ng jeepney phaseout sa mga jeepney drivers, operators at sa mga pasahero. Aniya, “Ginagawang rason o pinangtatabing yung polusyon ‘diumano na kino-cause o dinudulot ng mga jeepney sa Kamaynilaan.”

Ayon pa sa kanya, isang pag-aaral ang ginawa ng German government-funded institution kung saan sinasabi na may 209,124 PUJ units sa buong bansa. Siyamnapung porsyento ng mga ito ay 15 taon o mas matanda pa na target tanggalin ng pamahalaang.

Isang problema na nabanggit ay ang mga ipapalit sa mga nasabing jeepney na hindi pabor sa mga nagmamaneho at operator nito na e-jeepneys. Ang ipapalit na mga yunit ay mayroong Euro 4-compliant engines at solar-powered jeepneys na nagkakahalaga mula P1.1 milyon hanggang P1.6 milyon.

“Ang itsura po nito ay parang ‘yung ating mga driver at operator ay sinabihang bumili ng Montero Sport,” ani Salamanca. Dagdag pa niya, “Sa totoo maganda sana ang hangarin. Sino ba naman ang gustong huminga ng maduming usok? Sino po ba rito ang gusto na kaladkarin ang jeep nila? Ayaw natin na sira ang jeep natin.”

Kanyang idiniin na kahit maganda ang adhikain ng pamahalaan sa usapin ng modernisayon sa pampublikong transportasyon, matindi ang epekto nito sa mga mamamayan lalo na sa mga jeepney drivers at operators.

Mga alternatibo sa phaseout

“Ang fino-forward po natin na pwedeng mga alternatibo o pwedeng panghalili sa program na ay ‘yung Palit-Jeepney Program. Mayroong isang non-government organization na nasubukan na nilang mag-rehabilitate ng makina, diesel engine, at kayang pumasa sa standard ng pamahalaan. Mas mura pa ang gagastuhin na i-rehabilitate ‘yung mga makina ng jeep na ‘to kaysa bumili sila ng bago na Euro 4 na kuwestiyunable ang integridad,” sabi ni Salamanca. Ayon sa kanya, kailangan ng transparent na audit kung ilang jeep ang kayang i-rehabilitate.

Bukod sa Palit-Jeepney Program, kinakailangan rin ang isang polisiyang industriyal na nakatuon sa pagpapalakas ng ating sariling PUV manufacturing.

Pabor ang pambansang tagapangulo ng PISTON (Pinagkaisahang Samahan ng mga Driver at Operator Nationwide) na si George San Mateo hinggil sa mga alternatibong paraan para sa hindi pagpapatuloy ng jeepney phaseout. “Pwede ang rehabilitation basta pumasa sa Euro-4 emission standard.

Kanya ring idinagdag na mas masahol ang imports dahil walang tulong sa local economy at hindi gumagawa ng sustainable development hinggil sa tulong na ibibigay ng China at Vietnam bilang suporta sa modernization program ng Pilipinas.

Suporta ng mamamayan

Nanindigan si San Mateo na mahalaga ang partisipasyon ng iba’t-bang samahan ng jeepney drivers at operators at maging ng iba’t-ibang sektor ng lipunan sa darating na Mayo Uno para labanan ang jeepney phaseout. Dagdag niya, “Magkaugnay ang jeepney phaseout sa labor contractualization.” Sa ilalim ng OFG (Omnibus Franchising Guidelines) ng DOTr (Department of Transportation), magiging salaried workers ang mga jeepney drivers.

Natalakay din ang kahalagahan ng pampasaherong jeep sa kultura ng mga Pilipino na siyang ating pagkakakilanlan. Ibinahagi ng isang guro na si Mark Flores na ang jeepney phaseout ay pag-atake sa kabuhayan, kultura at kasaysayan ng Pilipino. Kung kaya’t kasama sa Araw ng mga Manggagawa ang ibang mga guro at estudyante na kontra sa jeepney phaseout dahil sa pangamba na tuluyan nitong maalis ang isa sa malaking ambag nito sa ating kasaysayan mula noon hanggang ngayon.

NEWS IN PHOTOS: Peace advocates push for peace talks continuation without preconditions

Coinciding with the 45th anniversary of the National Democratic Front of the Philippines (NDFP), Pilgrims for Peace, Kapayapaan Campaign for a Just and Lasting Peace (Kapayapaan), and peace advocacy groups expressed today their high hopes on the recent developments in the peace negotiations between the Government of the Republic of the Philippines (GRP) and the NDFP.

In a peace forum at the University of the Philippines Bahay ng Alumni in Quezon City, the groups said that they welcome the publicly expressed openness of the GRP and the NDFP to resume the talks after more than 60 members of Congress signed House Resolution 1803 that supported the calls for the resumption of the peace negotiations.

Former NDFP chairperson and is currently in the NDFP peace panel Luis Jalandoni surprised the audience in his presence during the peace forum with his wife and fellow NDFP peace consultant, Connie Ledesma. Former Bayan Muna Partylist Representative Satur Ocampo and Kadamay Chairman-Emeritus Nanay Mameng also delivered their speeches against the dictatorial and tyrannical rule of President Duterte during the forum.

Pilgrims for Peace and Kapayapaan stressed out that the clamor for a peaceful but just resolutions of the roots of the armed conflict remains undeniably. They added that “a broad section of our people, even from the government side of the negotiating table reject the militarist solution being pushed by a few but powerful peace spoilers.”

“These warmongers do not have the interest of people and that of the nation at heart. Their public statements opposing the resumption of the talks do not serve anyone’s interests but their own,” Kapayapaan convenor, Sharon Cabusao-Silva said.

Silva also called on the Duterte government to resume the peace talks without preconditions.

In their statement given to the media, peace advocates said that “while (recent) significant and unprecedented gains provide the ‘conducive’ environment for resuming the peace talks, a sincere adherence to its noble intentions should do away with any precondition for its resumption.”

“The peace negotiations are one true way of averting the full escalation of armed conflict and its toll on human lives,” said Rt. Revd Joel Porlares, convenor of Pilgrims for Peace.

He added, “If sincerely upheld by both parties, the peace negotiations, through the Joint Monitoring Committee (JMC), can likewise serve as an effective mechanism for the redress of human rights violations so badly-needed in this country.”

The groups also insisted that the gains of the peace negotiations recently should necessarily serve as the bases for agenda-setting in the next round of talks.

Cabusao said, “ We urge both parties to pay attention to the implementation of the Comprehensive Agreement on Respect for Human Rights and International Humanitarian Law (CARHRIHL) to address burning issues troubling our nation such as that of extra-judicial killings, release of political prisoners and upholding of fundamental human rights.”

Porlares added, “For the peace talks to substantially proceed, we urge the two parties to activate the JMC pursuant to the provisions of CARHRIHL and let it serve as a mechanism for addressing complaints related to human rights violation related to the conduct of the armed conflict.”

CASER pushed

Pilgrims for Peace and Kapayapaan also called for the hastening of the signing of the Comprehensive Agreement on Socio Economic Reforms (CASER) which they said will benefit people’s welfare.

They said that whether jointly or separately implemented by both parties, CASER provisions on agrarian reform, national industrialization and rights of indigenous communities who are experiencing the worst form of human rights abuses at the hands of military and paramilitary forces will be helpful for the majority of Filipinos.

Peace advocates called on all Filipinos to once more collectively express support for the continuation of the peace process and reiterate calls for genuine changes in the country.

“Let our calls for the resumption of the peace negotiations reverberate throughout this country and beyond,” Silva said.
