35 kontraktwal na manggagawa ng Pearl Islands, wala nang trabaho matapos ang Mayo Uno, EO ni Duterte

Isang araw bago ang Pandaigdigang Araw ng Paggawa, isa si Reynaldo Dela sa 35 na manggagawang biglaang tinanggal ng kumpanyang Pearl Islands Commercial Corporation. Matapos ang Mayo Uno, isang araw na walang pasok, wala na pala silang mapapasukang trabaho.

Pumasok sila Reynaldo isang araw matapos ang Mayo Uno upang igiit ang kanilang pagtatrabaho sa kumpanya. Nais nilang igiit ang kanilang karapatan sa kabuhayan. Idinadahilan ng management na nagsara na raw ang agency nila Reynaldo at magkakaroon na raw ng bagong agency. Doon na lamang daw sila mag-apply sa bagong agency. Subalit wala ring katiyakan na matatanggap sila, naisip nila Reynaldo, lalo pa sinimulan na nilang igiit ang kanilang mga karapatan.

Ngunit para kay Reynaldo, dahil daw ito sa reklamong inihain nila nang malamang walang hulog kahit piso ang kanilang Social Security System o SSS sa kabila ng buwanang kaltas sa kanilang sahod na walang palya sa mga taong nagtatrabaho sa kumpanya.

Dahil sa iligal na pagtanggal sa kanila, nagdesisyon ang mga manggagawa na magputok ng welga sa harapan ng Pearl Islands isang araw pagkatapos ng Mayo Uno.

Ayon kay Reynaldo, natanggap daw siya sa trabaho taong 2015. Sa tatlong taon niyang nagtatrabaho dito ay nanatili pa rin siyang kontraktwal.

Bukod daw sa ganitong kinahaharap nilang problema, kulang daw palagi ang 13th month pay, walang night differential pay, at wala ring bayad ang ilang oras ng kanilang overtime.

Negosyo ng Pearl Islands na matatagpuan sa No. 37 Igdalig St., Manresa, Quezon City ang paggawa ng mga wrapper ng pagkain na karaniwang ginagamit sa mga fastfood. Gumagawa rin ang mga manggagawa rito ng iba’t ibang food at industrial packaging wrapper.

Isa lang si Reynaldo sa libu-libo pang halimbawa ng mga manggagawang pinagsasamantalahan sa kanilang mga trabaho, laluna ng sistemang kontraktwalisasyon.

Sa kabila ng matagal na paghihintay ng mga manggagawa at sa matagal at paulit-ulit na pangangako ni Presidente Rodrigo Duterte na wawakasan ang kontraktwalisasyon mula pa ng nangangampanya siya, pumirma si Duterte ng isang palamuting Executive Order o EO sa pagwawakas ng kontraktwalisasyon kahapon lang, araw ng Mayo Uno. Marso 15 pa ito hinihintay ng mga manggagawa. Nagbigay ng panibagong deadline si Duterte sa sariling administrasyon noong Abril, wala pa ring napirmahan. Ayun na nga, kahapon, napirmahan ang EO laban sa kontraktwalisasyon.

Walang kinaiba ang EO sa mga nakasaad na sa mga umiiral na batas gaya ng Labor Code at Konstitusyon. Hindi pa rin natatakpan ang mga butas sa batas kung kaya’t nakakalusot at ginagawang ligal ang kontraktwalisasyon. Sinabi pa ng gobyerno na kailangan pa rin daw na idaan ang pagtatanggal at paggawang iligal ng kontraktwalisasyon sa kongreso.

Kumbaga, matapos ng maaanghang na salita ni Duterte laban sa kontraktwalisasyon at paulit-ulit na pangangako na tatapusin ito sa loob ng isang taon at pipirma ng EO para agad epektibo na itong ipagbawal ay nawala na ang kanyang tapang.

Kaya ang tulad nila Reynaldo at iba pang manggagawa ang nakahahanap ng kanilang tapang.

AlterMidya holds multimedia training for health workers, youth & urban poor in Cebu

AlterMidya (People’s Alternative Media Network), in cooperation with Aninaw Productions, Community Empowerment Resource Network Inc. (CERNET) and Department of Health Region 7, held a Basic Multimedia Training last April 21-22 in Cebu City.

The training aims to hone the skills of health workers, youth and the urban poor in writing, photography, and videography in the service of marginalized communities. Sixteen participants from various sectors attended the training held at the Visayas Community Medical Center (VCMC), including members of Advocating Gender-Based Actions Towards Caring Communities (AGACC), youth group Anakbayan, urban poor group Kadamay and transport group PISTON.

Dyan Gumanao of Aninaw Productions welcomed the participants, and talked about the need to strengthen the alternative media movement in the Philippines so that underreported issues will have a platform that is not dictated by corporate interests.

Lori Manigos, social media specialist of Sun Star Cebu, gave an input on basic news writing. Januar Yap, a veteran photojournalist of Sun Star Cebu, gave a presentation on visual language and basic photography. Ilang-Ilang Quijano, board member and associate editor of AlterMidya, meanwhile taught the basics of video production.

Participants were able to come up with a written and video story on Balay Malingkawasnon, an HIV screening facility of the VCMC that conducts community outreach. Their output aims to inform the public of the services offered by Balay Malingkawasnon for People Living With HIV/AIDS.

As a result of the training, participants also came up with images of urban poverty, and stories about political prisoners such as the Mabinay 6.

Jon Neil Perfecto, AGACC project coordinator, congratulated the participants and said that the training will go a long way in strengthening community-based media and various advocacy campaigns such as for better health services and against gender discrimination.

#LaborDay2018 | Groups slam contractualization, Duterte’s failed promise to workers

Thousands of workers in the Philippines spent International Worker’s Day marching to the gates of Malacañang and condemning Pres. Duterte’s failure to end contractualization.

An estimated 50,000 members of unions, labor groups, and other progressive organizations marched to Mendiola Bridge in Manila from different mass-up points in the city. Their main call: “Wakasan ang kontraktwalisasyon!” (End contractualization!)

Pres. Rodrigo Duterte, in a Labor Day celebration in Cebu earlier today, signed an executive order to put an end to contractualization and provide workers with security of tenure. Quoting an excerpt from the E.O., Duterte said this will prohibit “illegal contracting or subcontracting or undertaking to circumvent the workers’ right to security of tenure.”

Labor groups in Mendiola, however, asserted that the order only strengthens labor contractualization in the Philippines, adding that not one representative from the labor sector was present in the signing.

Carrying banners with “Tuloy ang laban!” written on them, workers marked today’s Labor Day mobilization as only the first of many until the rights of the working class are met.

For the first time since 1989, different labor groups formed Kilusang Mayo Uno – Nagkaisa! to collectively protest against contractualization, low wages, unfair working hours, and occupational safety hazards, among other unfair labor practices.
